Memphis Minimum Wage 2026: Cross the Bridge and the Floor Jumps to $11

MEMPHIS, TN — Leave downtown on I-40, cross the Hernando de Soto Bridge, and you are standing in Arkansas before the radio finishes a song. Somewhere out over the river, the lowest wage an employer can legally pay you jumps by $3.75 an hour.

The Memphis metro is stitched together out of three states, and every one of them writes its own wage floor. Tennessee and Mississippi sit at the federal $7.25. Arkansas sits at $11.00. The address where the work is performed decides which number covers you, not where you live and not where the company keeps its headquarters.

💵 Three States, Three Floors

The metro stretches across Shelby, Fayette and Tipton counties in Tennessee, DeSoto, Marshall, Tate and Tunica counties in Mississippi, and Crittenden County in Arkansas. Here is what the law requires in each.

Those figures come from the U.S. Department of Labor and the Arkansas Department of Labor and Licensing. Arkansas has held at $11.00 since January 1, 2021.

Why Memphis Cannot Set Its Own Number

People ask every year why the City Council does not simply raise the Memphis minimum wage. State law will not let it. Tennessee Code 50-2-112 bars local governments from requiring a private employer to pay more than the federal or state minimum, and it goes further: a city cannot use its contracting rules to push vendor wages up either. Mississippi keeps a similar statute, so Southaven and Olive Branch are in the same position.

There is one carve-out. The statute leaves local governments free to pay their own employees whatever they choose, so Memphis and Shelby County set internal floors for their own payrolls. That has no effect on the warehouse out on Lamar Avenue or the kitchen on Madison.

Here is the part that gets lost in the argument: almost nobody in this metro is working at $7.25. The legal floor is a floor, not a going rate, and competition for labor in a logistics town pushed past it a long time ago.

The Bureau of Labor Statistics put the average hourly wage across all occupations in the Memphis metro at $28.96 as of May 2025. In the categories that hire hardest here, the averages were $19.77 for laborers and freight, stock and material movers, $18.92 for stockers and order fillers, and $15.30 across food preparation and serving occupations. Every one of those sits well above $11.00, let alone $7.25. Treat the legal minimum as what a lowball offer looks like.

Is It Worth Crossing the Bridge?

For most Memphis job seekers, no. If you are aiming at the distribution corridors along Lamar Avenue, Getwell Road or the airport, the Arkansas floor is beside the point, because those jobs already pay eight to twelve dollars over it.

Where the wage line actually bites is at the small end: a four-person shop, a family restaurant, a seasonal retail counter. In Crittenden County those employers have to start at $11.00. In Shelby or DeSoto County the same employer can legally start at $7.25. Weighing a part-time counter job in West Memphis against one in Southaven? That gap is real money.

The tipped side works the same way, and it catches people out. A server in West Memphis is guaranteed $11.00 once tips are counted. A server on Beale Street is guaranteed $7.25. On a slow February Tuesday, that shows up on the check.
